Twenty years ago, a stretch of waterfront along Lake Michigan could have become another jewel in greater Milwaukees "emerald necklace," adding to chain of public parks along the lakeside. Unfortunately, budget deficits and County Board shortsightedness interfered with the purchase of the property for public enjoyment, and the land ultimately was privately developed for condominiums. Though its too late now, perhaps it can be a lesson for the future, as Whitney Gould observes.
