A declining portion of U.S. teenagers are licensed to drive -- from 52% of teens in 1992 to 43% in 2002.

"But quietly, while the adults weren't looking, kids have stopped driving at 16 the way they used to. In a shift that has overtaken the culture virtually without notice, a confluence of forces has redefined the concept of 'driving age.'

Yet for all its size, the phenomenon has largely eluded the cultural radar, [perhaps because], as trends go, the decline in licensing has been slow speed and has reached critical mass only in the last decade."
