Mayor Willie Brown will unveil a proposal intended to balance the growing workspace needs of the high-tech industry while increasing fees for housing, transit and other needs triggered by the industry's expansion. "Brown's advisers are pitching the plan as a workable compromise between businesses facing a severe space crunchand residents who fear their neighborhoods will be irrevocably changed by the dot-com proliferation."The proposal will be released early next week and will require voter approval before it takes effect.
