Rapidly-growing multimedia firms have been seeking to be classified as research and development outfits, or in some other category that would be exempt from the office cap. The mayor's proposed plan would maintain the current limit on office space that can be built in the city each year and ensure that new dot-com office projects are counted under that limit. Outraged supporters of another growth-control measure charged that the mayor was trying to gut support for their more restrictive measure.
