Experts Urge Inclusionary Zoning To Ensure Affordable Housing For NYC

Should New York use both mandatory and voluntary inclusionary zoning toguarantee affordable housing?

As New York Republican Mayor Michael Bromberg gathers support for hisproposed neighborhood-wide zoning changes, which would spur mixed-useand high-density redevelopment in all five boroughs, national economicand social equity experts from the California-based nonprofit PolicyLinkand the Brooklyn-based Pratt Institute Center for Community andEnvironmental Development -- Kalima Rose, Brad Lander and Karoleen Feng-- advise him to use both mandatory and voluntary inclusionary zoning toguarantee affordable housing construction proportional to long-termpopulation growth.

"An inclusionary zoning policywhich would set aside affordable units in new housing developments for low-income and moderate-income residentscould help ease New York Citys housing crisis and chart a new course toward ensuring a diverse, stable housing stock that serves the needs of the all New Yorkers."
