Governor's Smart Growth Plan Draws Little Interest

Towns and cities are wary of participating in Massachusetts Governor Mitt Romney's affordable housing strategy.

The program provides cash incentives to municipalities that zone for denser development around town centers. At the same time, it stipulates that local governments cannot create additional regulatory obstacles once these districts are created. The overall goal of this policy is to stimulate the development of affordable housing in a state that ranks "second only to California, in terms of the hourly wage needed to rent the typical two-bedroom apartment".
