"This year, a new, controversial form of student shelter known as "congregate housing" opened at 4707 12th Ave. N.E., where two houses used to be. Essentially a private, off-campus dorm, it is a six-story building with 98 diminutive, furnished units and communal kitchens for as many as 19 people at a time.Condo developers have largely ignored the area; a city-sponsored study found that less than 60 condo units were built there from 2000 to 2003."
