"Terrorism is a very rare event in the United States, whereas common crime is relatively normal. Too much emphasis on anti-terrorism can lead to a misallocation of resources and the degradation of both the built and natural environments. Anti-terrorism and the prevention of crime can both be advanced through the application of various established planning policies and standards, such as visual openness, eyes on the street, defensible spaces, or Crime Prevention Through Environmental Design (CPTED).
...In the development of plans for buildings, environments, and transportation and other public facilities, the challenge for the APA and its chapters is to address security concerns while maintaining the elements that preserve and enhance great communities."
