officials at the Friant Water Users Authority have wasted no time in launching a counterattack against the Westlands Water District and its effort to acquire nearly 30% of the San Joaquin River's annual flow. All of the San Joaquin River's water is already being used by other water users, including environmentalists trying to improve the downstream habitat.
