City of Brentwood, CA, decided to challenge in court the environmental justifications put forth by Contra Costa County for redrawing the urban development limit line. The Brentwood City Council "questions the county's right to intrude into development decisions within the city's sphere of influence, the area it expects to annex some day." other cities and landowners are also considering litigation.
