"When 5,500 planners arrive in San Francisco today for the national convention of the American Planning Association, they'll visit a city where the planning department for the past decade has failed to live up to its name.
...Not a single plan has been finished in 10 years, not even at a neighborhood level. And on any controversial project -- which in San Francisco includes just about all of them -- there's a good chance that planning decisions will be appealed to the Board of Supervisors."
