One of Maine's biggest landowners, Plum Creek Timber Co., filed a long-awaited application Tuesday to develop thousands of acres of forestland in the Moosehead Lake region into home lots and resorts.The application formally sets in motion what could become the state's largest development project, and what is sure to be a long and contentious debate over development and preservation in a prominent section of the North Woods
