President Bush's plans to celebrate Earth Day at Great Smoky Mountains National Park were changed due to bad weather.
"[The White House] had hoped to use the day to focus attention on what it called Mr. Bush's strong environmental record and to press Congress to pass his "Clear Skies" bill, which would give power plants more flexibility in meeting air-quality standards...
Mr. Bush encouraged people to help the environment through volunteer programs, and said he was dedicated to aggressive environmental policies that did not impose unreasonable economic costs."
