"Enticed by a $25,000 grand prize offered by the Greater Jackson Chamber of Commerce, seven collegiate schools of urban planning from California to Massachusetts have submitted proposals for transforming the downtown community. The blue prints are in and Jackson may soon learn what it takes to become a 'cool city.' The Cool Cities project is aimed at developing a vibrant, growing downtown."
