Quebec City, one of North America's oldest cities, turns 400 in 2008.

"Preparations for Quebec City's milestone celebrations are finally taking shape after months of uncertainty. Yesterday the province announced it is committing $110-million to the event, including $70-million for a waterfront revitalization project complete with new parks, a public beach, a bicycle trail and pedestrian walkways."
