Ten years after California mandated the introduction of zero-emission vehicles, the major automobile manufacturers have pulled the plug on electric-powered models. Yet many consumers remain charged about driving them. The auto industry opposes regulation which requires that 10 percent of passenger cars and trucks offered for sale in California for model year 2003 produce extremely low or no pollution.
