"The Steelyard Commons shopping center, in jeopardy just two months ago, sprang back to life Tuesday after a local developer quietly plotted to revive plans for Cleveland's first Wal-Mart. The $120 million retail center is on track again after Wal-Mart backed off the project in March. At the time, City Council was debating a law to restrict big-box retailers from selling groceries.......John Ryan, head of the Cleveland AFL-CIO Federation of Labor, said a Wal-Mart supercenter will squeeze out local grocery stores that pay higher wages and offer health care benefits. 'In the most impoverished city in the nation, we don't want to see good middle-class jobs replaced with poverty jobs,' he said."
