"Far from the vision of its early and optimistic planners in the 1970s, the proposed subdivision of Charleston View, Calif., has long been a sort of no man's land, a sparsely populated stretch of desert in the otherwise empty landscape stretching for miles around the place where the edges of Inyo County, Calif., and Clark County meet along the Tecopa cutoff at Highway 160 heading west. So the proposed addition of as many as 65,000 homes to their quiet neighborhood over the course of the next 15 years came as a bit of a shock."
