In California, 17% of all highway deaths are pedestrians. "With a rate of 2.1 pedestrian deaths per 100,000 residents, California is a lot less safe than North Dakota, which lost just .5 pedestrians per 100,000 residents. New Mexico ranks worst with a rate of 3.9 per 100,000."
