In Tulare county, over 60 dairy projects have been stalled dueto a lawsuit filed by the Center on Race, Poverty and the Environmentthat alleges large-scale dairy farms cause a serious threat to air andwater quality. Years of rapid expansion have made dairy farms more costefficient, but the millions of pounds of manure produced on the farmsand deposited in "lagoons" have created opposition from neighborhoodgroups and environmentalists. Some residents are even pushing for adairy moratorium in the county. However, dairy farmers argue that theyneed to be able to expand in order to remain competitive. Many dairymensay they are willing to create buffer zone and monitor water wells, butthere are no county policies or programs that would ensure their effortsare deemed adequate.
