In most courtrooms the system is set up to reward or punish individuals no one considers the impact of the decision on the larger community. But in Cleveland Housing Court, communities ravaged by abandoned and dilapidated buildings have the most at stake. If this court has a bias, its that it tends to support whats good for community.
