Several cities in the outlying Maricopa County areas are offering a variety of perks, hoping that buyers will choose their communities.
"Santa Cruz Ranch in Pinal County is calling itself a "John Wayne-style development" and will honor the history of the Wild West by building a fire station to look like a barn and using cow poles and farm fencing along the main streets. Developers are hoping retired farmers will pay a premium for lots that back into a working farm, just as people do for golf courses.
