"Now Rodriguez, who lives on Casey Key, is talking up Bay Street Village, a proposed residential/retail complex on 41 acres in Osprey, and again local residents are voicing approval.

But this time, instead of using buzzwords like "economic development" to galvanize support, as during the Wal-Mart episode, Rodriguez is plugging "new urbanism," the old-is-better approach in which housing, shops and parks share space to create a pedestrian-friendly village feel."
