Landowners, developers and other foes of restricting home building in the region's fastest-growing county are casting Loudoun's elected leaders as enemies of the middle class, hoping to sway public opinion and government action in a county that voted overwhelmingly last year to slow growth. They have accused the supervisors of shilling for the rich by trying to preserve the open countryside that also happens to be the backdrop for some of the most exclusive estates in Virginia's vaunted Hunt Country.
