"Diverting all that water to the ocean means it can't infiltrate the soil and become ground water that residents of thirsty southern California can use. And sending ever-growing amounts of storm water tainted with oil and other substances into the ocean has led to beach closures, hazards for marine life and increasing concern from federalregulators."So in addition to keeping the region safe from floods, the division is also focussing on retaining stormwater and sending it into the ground to bolster aquifers and wildlife habitat. Flood basins may also double as parks.
