Republican leaders propose the development of a comprehensive and ambitious 'Marshall Plan' for hurricane-ravaged Gulf Coast region.

"The proposal, announced by Senate leaders in a letter to Bush, was short on details and came as Democrats called for creation of an enormous public-private redevelopment authority along the lines of the Tennessee Valley Authority (TVA) to help hurricane victims rebuild.

...Yet the leadership's letter and the Santorum proposal mentioning the Marshall Plan used the most dramatic language yet. Democrats including Edward M. Kennedy, D-Mass., have called for creation of a public-private authority along the lines of the TVA, with a leader who has Cabinet-level status and is not located within the White House. Rep. Jim McCrery, a Republican from Louisiana, said he supports the idea of a TVA-type agency."
