"America's cities are engaged in a high-stakes competition for economic growth that's never been more intense. As Milwaukee drafts a strategy to join the race, it's looking to emulate Atlanta, one of the hottest boomtowns in the United States...Led by Atlanta's powerhouse economy, Georgia has become the poster child for the idea that a robust overall economy becomes a natural benefit to each of the local counties and cities across the state. The idea might seem disarmingly self-evident, but it has eluded Milwaukee and its collar counties for decades, much to their own detriment."
