When one city turned down a Wal-Mart super center, "Wal-Mart moved its efforts five miles up the road to Jefferson, Wisconsin, where two annexation votes for a 22-acre parcel were turned down by the city council. The ensuing battle has led to the city pulling its ads from a local newspaper with anti- Wal-Mart editorials, and a recall election Tuesday aimed at ousting an alderman who would be up for re-election in six months."
