This summer marked the 10-year anniversary of groundbreaking in the high-profile new urbanism style neighborhood that was the first of its kind in Wisconsin, and one of the first in the nation. But opinion is still divided on whether Middleton Hills is all it was expected up to be. Is it really a "middle class utopia" as its founder predicted? Or is it a subdivision just like any other?
