CalFed is a state andfederal effort to restore the San Joaquin Delta ecosystem whileconcurrently increasing water supply to rural and urban areas. Somewater officials are skeptical of rumored provisions included in theagreement, for it puts off consideration of a new canal that is stronglysupported by Kern County water and agricultural leaders, but opposed byenvironmental groups. While the signing of the document signaled the endof a six year planning process, how the program will be funded andgoverned still needs to be established.
