"A citizen-based group received a double blow as they attempted to block an annexation that would pave the way for a Wal-Mart Supercenter in the small Midwestern city of Jefferson, Wisconsin. Jefferson, like many small Midwestern towns that once thrived on manufacturing jobs, is desperate for help. City leaders think Wal-Mart is the answer. A judge turned downed the citizen group's request for an injunction that would have stopped the city council from voting on Wal-Mart's annexation. The city council later thumbed their noses at a petition submitted by the opponents."
