Clean Air Credits Costly For Polluters

As Southern California air becomes cleaner, the cost to polluters becomes greater. The Clean Air Credits program is doing its job, say proponents.

Companies that don't have pollution problems can sell their clean air credits to companies that do. The cost of a credit (the right to emit one pound of pollutants) went from 13 cents in 1999 to a current cost of $13 per credit. DWP found it cheaper to install new equipment than to buy credits. Proponents see the program as a resounding success.
