A hidden provision in new California energy legislation threatens green-power subsidy

Many government managers fear a provision buried deep in legislation to continue the state's alternative-energy subsidy could spell doom for their struggling "green-power" programs. A provision of the bill would prohibit government entities from receiving a subsidy -- currently one cent a kilowatt-hour -- for the power they purchase from green sources, such as geothermal, wind or solar energy.
