According to the Los Angeles City Attorney, each "nuisance property" in the city is often "a magnet for gang and transient activity as well as graffiti and illegal trash dumping...Now [the L.A. City Attorney] and some city departments are teaming up with private-sector developers and nonprofit agencies to turn nuisance into function...The American Dream Program is currently helping develop 74 nuisance properties across the city..." with private developers paying off delinquent loans owed to the Los Angeles Housing Department, for example.
