A major urban transformation is under way in Toronto, fuelled by the extraordinarily strong U.S. economy and, more important, made possible by large-scale, focused reinvestment strategies. The editorial evaluates 14 major U.S. cities to catalog how the cities invested in the 1990s. US cities mentioned include New York, Boston, San Francisco, Seattle and Portland.
