Planners find it difficult to convince Southern California communities that the region needs higher density and transit oriented development.
"Regional planners acknowledge that the notion of higher-density development is not easily tolerated by communities already comfortable with the way their neighborhoods look.... the key is to link land uses with the region's transportation system and use the smart-growth map to help update the 2007 regional transportation plan for the county...The need for more compact, efficient development becomes more urgent as a mismatch between new jobs and housing continues to grow, planners point out....The effort to promote more density throughout the county is unlikely to succeed as long as there is little money available to beef up key public facilities and services in older neighborhoods."
