Cape Wind, a private development project, proposed to build 130 wind turbines on Horseshoe Shoal because of its wind currents and shallow depth, as well as its location in federal waters. Senator Kennedy has long been opposed to the project based on environmental concerns and risk to the local fishing industry. Cape Cod tourism could also be negatively affected. The turbines would be over 400 feet tall and cover an area about the size of Manhattan. The turbines "would literally transform what is now a crystal-clear skyline into something more like an urban skyline, with tall towers and blinking lights," according to Ernie Corrigan, a spokesman for the Alliance to Protect Nantucket Sound.
