"Kevin Wallace and his landlord have one thing in common: Both are struggling in downtown Baldwin Park. Wallace, a first-time business owner, operates a home-accessories shop in the heart of Baldwin Park Village Center. His store, Urban Arts, has been open for a year but is fighting for survival."

"Unicorp National Developments Inc., owner of the upscale village center, is scrambling to complete a project that's millions of dollars over budget and at least two years behind schedule."

Though the company continues to experience numerous setbacks on the Baldwin Park project, it has started to move forward with developments with several other cities for town center projects similar to Baldwin Park. Meanwhile, some shopkeepers and city officials wait for the developer to deliver on its promises.
