Providing advice for the leaders of Connecticut in a recent opinon article, former Maryland Governor Perris Glendening and former New Jersey Governor and EPA Administrator Christine Todd Whitman outline a "how-to" guide of sorts for states to harness new growth and development to improve the quality of life of residents and protect land and natural resources.

Citing examples from both their administrations, and from other states around the country, the authors make a case for strong political leadership to implement recommended smart growth policies.
