San Bernardino city and water officials want to carve out a network of lakes and streams in a controversial attempt to spur development in this ailing desert city. "San Bernardino sits on two major earthquake faults, along with a vast, hidden lake less than 20 feet underground. Federal geologists call it a dangerous mix." The propoposed redevelopment project would take 20 years and require relocating thousands of people.
