From Seal Beach to San Clemente, nine developments are underway or in the final stages of planning. Although most of the developments include open space and enhanced beach access, environmentalists are concerned about urban runoff, and habitat destruction. Activists say that with the high price to buy homes, the coast is being gentrified.
