"Deltona expanded its borders in 2004 by adding the city-sized parcel in hopes of creating a community of high-end homes, condos, and businesses, but it also sparked another battle between governments in Central Florida about growth... [But] Circuit Court Judge Margaret W. Hudson on Tuesday sided with the county, saying the 5,000-acre parcel was not 'substantially contiguous' to Deltona as required under state law."
