Idaho Blueprint for Good Growth Mired in Controversy

An Idaho regional land use plan is on hold as members debate policy implementation.

"Idaho law requires that each city have an impact area, but Idaho law also allows cities to annex land outside impact areas at the landowner's request.

Once complete, the Blueprint will delineate where and how Ada County's six cities will grow.

Fundamental to the plan are the state-mandated impact areas â€" lines drawn around each city indicating where it will grow over the next 20 years.

The plan does not designate where growth should occur in remote county areas, but it suggests cities not annex outside their impact areas.

This has caused a conundrum for some Blueprint members."
