The Campaign for Sensible Growth, a Chicago-based group, has published a step-by-step guide to writing a comprehensive plan.
The workbook, designed to help planners in Illinois prepare a comprehensive plan, draws from local plans throughout the state. Divided into six parts with numerous appendices, the manual introduces the local comprehensive plan and its elements in the context of Illinois statutes. It discusses the plan’s purposes and how to get started on the preparation of a plan, including involving residents in plan-making. Plan elements covered include: land use; natural resources; transportation; economic development; and housing.
Other partners in the project were the Metropolitan Planning Council and Metropolitan Mayors Caucus.
