Daniel J. Curtin Jr., a former Walnut Creek city attorney who was known as the dean of California land use law, died this week at 73.
"Curtin was probably best known as the author of Curtin's California Land Use and Planning Law, currently in its 27th edition, which is widely used as a reference by both land use attorneys and planners."
"Curtin also was recognized for his work on Lesher Communications Inc. v. City of Walnut Creek, a challenge by newspaper publisher Dean Lesher to measure H, a traffic-based growth control management initiative adopted by Walnut Creek voters in 1985."
"In another significant case involving Curtin, Associated Home Builders Inc. v. City of Walnut Creek, the state Supreme Court held that a city may by ordinance require the dedication of land for park recreational purposes."
