Leaving growth management in the hands of Californias local governments is a guarantee of increasingly large-scale slums.
It is common knowledge that California has the highest housing prices in the nation and that the state attracts thousands of poor immigrants from abroad each year. But few observers have put those two facts together to realize that they are contributing to the generation of large-scale slums in California. Slums are defined here as concentrations of housing units that are below the minimum standards of quality accepted by most Americansstandards required for all new construction by almost every local government in the United States.
