Brownfields Bill Stymied in Senate

Legislative horse-trading blocks vote on contaminated urban land development measure.

A widely supported bill addressing the development of contaminated urban sites has been blocked in an apparent case of legislative deal making between Senators Trent Lott and Michael Crapo. The brownfields bill would increase funding for restoration programs and insulate developers from liability under the federal Superfund law. Presidential candidate George W. Bush has counted brownfields development among his top environmental priorities.
