"A new, 15-member Puget Sound Regional Transportation Commission would provide more efficient planning in building new roads and transit systems, said the report."

"The commission said that despite 128 local and regional transportation agencies in King, Pierce, Snohomish and Kitsap counties, no single entity decides which projects to develop first."

The new commission "would also be responsible for land-use planning in the four counties, something the commission said is needed to ensure that transit, road and other facilities serve new developments."

Creation of this commission is dependent on approval by the Washington state legislature this year.
