California Unprepared for Teen Boom

Study says California is unprepared for the implications of a predicted 22 percent increase in its teenage population.

"California's population of children ages 10 to 17 is expected to reach 4.7 million by 2005, a 22 percent increase since 1999. That would be more than three times the national population growth. A study released Thursday says California is not ready for the adolescent population growth spurt and the issues that the children will bring with them."
