Prop L will kill San Francisco's thriving economy because it will ban office development on 85% of the city's commercially zoned land. Prop. K, would effectively overturn the annual building limits and earmark new neighborhoods for high-density dot-com development. These are models for a national debate about development in urban areas.The Wall Street Journal presents a square-off on the issues.
